WTF is this whole nonsense about having a limit of only TWO DOGS in ONE HOUSEHOLD?!
How the hell can we prevent the increase of strays by doing that?! If the limit is enforced, there will be even MORE strays out there because they cannot be adopted BECAUSE it is illegal to do so!
This is not about numbers! It's about educating people!
This is a country that, instead of educating people and emphasising on knowledge and awareness, punishes innocent people. Instead of teaching people what is right, we tell them to do what WE WANT just so that life is easier for the-power-it-be.

Why don't you people tell families who have TOO FREAKING MANY CHILDREN to DISPOSE of their children because frankly, most of them cannot afford to bring the kids up?
Just because there are SOME irresponsible pet owners, doesn't mean that we have to impose on all the others this ridiculous ruling!
PLUS! Our country is not only flooded with stray DOGS. We have as many stray CATS as well! Why not limit the number of cats a household has?!

I really want to see how in the right mind are these people going to "dispose" of these "extra" dogs.
Why can't we deal with the problem from the root? Punish those who are irresponsible. Have ALL the dogs microchipped and tagged! Make it compulsory when a person applies for a dog licence. Then when the dog escapes or is abandoned, the authority will be able to trace who is the owner and THEN act accordingly against THAT owner, not the whole world!
The authority doesn't even need to incur much expense in doing so. In fact, they will be earning from it by the licence fee! I would rather fork out the money to have my dogs microchipped than to have to abide to this ridiculous ruling. And I'm sure it's cheaper than having to "dispose" them. (I feel disgusted using the word "dispose". It's as though they are garbage!)
